You can craft the Stela of Inspiration in the Sculptor Dwarf's Workshop. You can buy it in the Shop for coins in the section with the hammer and pick icon. After you craft the Stela you need to look for it in your Storage and then place it in your Kingdom, otherwise the quest won't be finished.
