In order to get the Wisdom Plates you need to complete the "Ancient Magic Mysteries 11/11" quest - you need to gather 10 collections "Treasure of Thunder Rock" (click the icon with open chest in the lower right corner of the game screen - it will open the Collections menu), then open each treasure in the Storage and you will get Wisdom Plates. Please make sure that you have the said quest, because you won't receive the plates from the collections if the quest is not active.
