The Academy of Magic will only start functioning after you've completed all the quests from the "Academy of Magic" adventure. If you've already completed the quest chain, but the Academy is still not functioning, please contact our support service by submitting a request and we'll be happy to help you.
You can get the Essence of Water at the Mermaid's House. You need to open the territory that holds the Mermaid's Dwelling and complete the quests from Tree of Spirits in order to get the Essence of Water there.
